Verstappen - 3 place grid penalty - stopping in a potentially dangerous position on the racing line
Kvyat is to start from pitlane
Rossi allowed to start despite failing to set a qualifying time within 107% of the fastest time in Q1, as he has set satisfactory times in practice at this event.
