The World Motor Sport Council has found against the National Sporting Authority of Turkey (TOSFED) and the Organisers of the Turkish Grand Prix (MSO) on all counts.
The organisations have been fined a combined total of $5 million.
The fine relates to an incident at the recent Grand Prix, when Mr Mehmet Ali Talat, who presented the trophy to race winner Felipe Massa, was introduced as president of the Turkish Cypriot "state" - which is in fact only recognised by Turkey and no other nation.
There had been speculation that Turkey might lose its Grand Prix, and indeed other FIA sanctioned events in 2007, if not longer, and therefore the organizers will be pleased to have escaped so lightly.
The fine is the biggest ever imposed by the FIA, and according to an FIA spokesman, the biggest in the history of motorsport.
