It's understood that McLaren-bound Juan Pablo Montoya is to be summoned to appear before the FIA's World Motor Sport Council in December.
Two newspapers - Gazzetta dello Sport (Italy) and L' Equipe (France) - claim that the Colombian is to be summoned having failed to carry out commitments for the FIA, understood to relate to a road safety campaign in Costa Rica.
Although Montoya had agreed to attend the event, he subsequently pulled out, just days after being given a drive-through penalty at Indianapolis, which effectively ended his 2003 title bid.
It was widely considered that the penalty was unfairly harsh, and as a result the rules were amended this season.
It's understood that the decision to summon Montoya was made at Wednesday's meeting of the World Motor Sport Council.
